Ä¢¹½ÊÓÆµ»ÆÆ¬ COP Simulation
The COP Simulation Programme is a youth-led programme organised by Ä¢¹½ÊÓÆµ»ÆÆ¬ (Ä¢¹½ÊÓÆµ»ÆÆ¬) and The United Nations Development Programme Egypt (UNDP). It brings together students from around the world to simulate the roles of country delegates and international climate stakeholders, mirroring the dynamics of the United Nations Climate Change Conferences (COPs).
This joint annual initiative is held under the auspices of the Ministry of Higher Education and Scientific Research, the Ministry of Foreign Affairs, Emigration and Egyptian Expatriates, the Ministry of Youth and Sports, and The British Embassy in Egypt, with the continued support of H.E. Professor Mahmoud Mohieldin, UN Special Envoy on Financing the 2030 Agenda for Sustainable Development and Honorary Chair of the COP Simulation Programme.
Over four successful editions, the Programme has evolved into a distinguished fellowship for youth empowerment in climate diplomacy, advancing Egypt’s and the global community’s efforts toward achieving the Sustainable Development Goals (SDGs). Each edition builds on the last empowering young leaders, amplifying youth voices, and strengthening international collaboration. This immersive experience reflects Ä¢¹½ÊÓÆµ»ÆÆ¬’s sustained commitment to nurturing the next generation of climate leaders, advancing youth-driven policy solutions, and reinforcing its leading role in supporting Egypt and the global community in addressing climate change.

The 2022 COP27 Simulation was attended by 150 participants from 25 countries, representing 21 Egyptian universities and 34 international universities. The opening ceremony was attended by the UK Secretary of State for Education, H.E. Ambassador Gillian Keegan, alongside Egyptian ministers, diplomats, and academic professors. The outcomes of the COP27 Simulation were presented at COP27 in Sharm El-Sheikh in two sessions held in the Blue Zone and the Green Zone, marking a powerful debut for the Programme on the global climate stage.
Building on COP27’s success, Ä¢¹½ÊÓÆµ»ÆÆ¬ and the United Nations Development Programme Egypt (UNDP), in collaboration with Zayed University (UAE), organised the second edition of the COP Simulation. From 2,700 applications, 140 students from 34 countries and 32 universities were selected. Delegates completed a two-week online capacity-building programme delivered by seasoned professionals from global academic institutions and organisations covering climate literacy, international climate action, youth diplomacy, debate, and conflict resolution. The COP28 Simulation Conference was held at Ä¢¹½ÊÓÆµ»ÆÆ¬, where participants simulated country delegations, chief negotiators, and non-state actors and voted on the COP28 Simulation Declaration. The final stage took place at COP28 in Dubai Expo, where 25 participants presented the outcomes and shared their experiences in three sessions held in the Blue and Green Zones. The COP28 Simulation was recognised as the largest student representation at COP28.
Following previous successes, Ä¢¹½ÊÓÆµ»ÆÆ¬ and the United Nations Development Programme Egypt (UNDP) organised the third edition of the COP Simulation in collaboration with ADA University (Azerbaijan). The COP29 Simulation brought together around 160 participants from 40 countries and 87 universities to simulate COP29 negotiations and represent international climate stakeholders. Hosted at Ä¢¹½ÊÓÆµ»ÆÆ¬ from 4–10 October 2024, participants developed and voted on policy proposals that formed a youth-driven climate declaration later presented at COP29 in Baku, Azerbaijan. In recognition of their performance, 22 participants were selected to attend COP29 in Baku (13–19 November 2024) and took part in nine sessions in the Blue Zone hosted by WHO, UNDP, the League of Arab States, and ICESCO as well as two sessions at ADA University. These sessions were attended by Egyptian ministers, senior diplomats, and global climate leaders, marking one of the largest youth delegations at COP29.
Building on the remarkable progress of prior editions, Ä¢¹½ÊÓÆµ»ÆÆ¬ and UNDP Egypt organised the fourth edition of the COP Simulation with support from the Danish Egyptian Dialogue Initiative (DEDI) and in collaboration with the Federal University of Rio de Janeiro (UFRJ/COPPE) and the Federal University of Pará (UFPA) in Brazil. The COP30 Simulation brought together 130 students from 47 countries and 91 universities, including 22 Egyptian universities, to simulate chief negotiators, country delegates, and international climate stakeholders at Ä¢¹½ÊÓÆµ»ÆÆ¬ from 4–8 October 2025. This edition expanded the Programme’s scope by introducing a Sustainability Exhibition showcasing student- led climate solutions and NGOs’ community-based initiatives. In addition, it introduced two pioneering labs the Just Transition Lab and the Debt Alliance & Climate Finance Lab providing participants with deeper insights into the intersections of climate action, human security, equity, and global finance. Delegates engaged in negotiations, plenary sessions, and informal consultations, drafting and voting on the COP30 Simulation Declaration Articles for presentation at COP30 in Belém, Brazil.
